Regulations for examinees
- Zielona Góra University, hereinafter referred to as Organisator, has been granted the authority to organize certificate exams in Polish as a foreign language at level B1,B2 and C1 in a group adjusted to the needs of adults (hereinafter referred to as Exams) by the decision of the Minister of Education and Science of the Republic of Poland. Detailed conditions, method and procedure of conducting Exams, as well as the method of assessing their results and verifying the results, and the standards of requirements corresponding to the levels of language proficiency in Polish as a foreign language are determined by the ordinance of the Minister of Education and Science regarding exams in Polish language as foreign (i.e. Journal of Laws of 2018, item 1386) from the day of 26th of February 2016 (hereinafter referred to as the Ordinance). Exams are conducted in the Polish Filology Institute in the Humanities Institute. For the overall organization of Exams Rector’s Plenipotentiary for Examinations in Polish as a Foreign Language is responsible, hereinafter referred to as the Organiser’s Plenipotentiary.
- The Chairperson of the Examination Board, registered on the list of examiners authorized to perform the function of chairperson of the examination board maintained by the State Commission for the Certification of Proficiency in Polish as a Foreign Language (hereinafter also referred to as the State Commission), directs the work of the Examination Board and performs the tasks specified in the regulation. The individual exam sessions are led by the Chairperson of the Examination Board in cooperation with the Organiser’s Plenipotentiary. The cooperation between the chairperson and the Organiser’s Plenipotentiary includes establishing the schedule of activities related to exam registration, as well as the Exam itself and the verification of Exam’s results. Organiser’s Plenipotentiary operates the registration system, is responsible for financial accuracy, preparing the technical resources necessary for conducting the Exams, as well as for posting appropriate information on the website http://certyfikatpolski.uz.zgora.pl, and for the correspondence with the examinees. The Chairperson of the Examination Board prepares the Exam’s protocol. Organiser’s Plenipotentiary makes the copy of the exam’s protocol, copies of the examination papers and copies of the oral exam assessment sheets and submits the examination protocol along with attachments to the State Commission within 3 days from the date of its receipt from the Examination Board.
- The schedule of exam sessions in a given calendar year is announced on the website : www.certyfikatpolski.pl in the ‘Schedule’ section after the schedule for the current year has been established by the State Commission. Information about the dates of exam sessions organised by the Organiser are announced on the website http://certyfikatpolski.uz.zgora.pl.
- The examination is open to all foreigners and Polish citizens permanently residing abroad who wish to certify their proficiency level in the Polish language. The assessment evaluates the following competencies: listening comprehension, reading comprehension, grammatical accuracy, writing, and speaking.
- In order to register for the exam, the person referred to in section 4, reports to the Organiser - by means of the registration form prepared by the Organiser- the intent to participate in the exam. Furthermore said person:
- provides the data referred to in Article 11g, paragraph 3 of the Polish Language Act,
- indicates the date and level of the exam they intend to take.
- Electronic registration for the Exam takes place in two stages. In the first stage, to register for the exam, candidates must complete the registration form available at http://certyfikatpolski.uz.zgora.pl. Candidates are placed on the list of examinees in the order of registration until the available places are filled. In the second stage, candidates who have received email confirmation of their placement on the list of examinees must pay the exam fee within two (2) days — payment within the required deadline is a condition for completing the exam registration. Along with the exam fee, candidates also pay the fee for issuing the certificate. After making the payment, candidates must send the payment confirmation to certyfikatpolski@uz.zgora.pl. The person who has made the aforementioned payments will be notified by email of their inclusion on the list of registered exam candidates.
- After the candidate has paid the exam fee, the Organiser’s Plenipotentiary registers all candidates who have paid for the exam in the electronic system of the State Commission, based on the data provided by the candidates in the registration form.
- The person taking the Exam is responsible for the authenticity and accuracy of the data provided in the form. Personal data written in the registration form must match the data found in the examinee’s passport. Written data is the basis for issuing the certificate of knowledge of the Polish language, hereinafter referred to as the Certificate. Certificates are issued by the State Commission for the Certification of Proficiency in Polish as a Foreign Language.
- People unable to take part in the exam for reasons beyond Organizer control, have the right to request a refund of the exam fee and the certificate fee, provided they report this fact no later than 40 days before the exam. To resign from the participation in the exam, a written notice must be sent to the University of Zielona Góra at the address specified by the Organiser or by sending a scanned copy of the letter to the email address: certyfikatpolski@uz.zgora.pl. The letter should include the sender’s details (first name, last name, exam level, residential address, passport number), reason for resigning, bank account number for the refund, and a legible signature.
- The University of Zielona Góra does not refund the exam fee or fee for issuing the certificate in the event of reporting the withdrawal from the exam within less than 40 days before the exam date.
- The fees for taking the Exam and for the issuance of the certificate are as follows: level B1 and B2: the equivalent in Polish złoty of 150 euros + the equivalent in Polish złoty of 20 euros, level C1: the equivalent in Polish złoty of 180 euros + the equivalent in Polish złoty of 20 euros. Information about the fee amount in Polish złoty and the bank account number will only be sent to individuals who are placed on the list of candidates. The equivalent amount in euros is calculated using the average euro exchange rate published by the National Bank of Poland on the last day of the month preceding the month in which the payment is made.
- Should the Organizer cancel the Exam, the Organizer refunds any fees received from the people registered to participate in this Exam to the same bank account from which the payment originated.
- If the fees are not paid in accordance with sections 6 and 11, the person will be removed from the list of candidates, and their place will be given to a person from the waiting list according to the order of registration, within the limit of available spots and in accordance with the registration deadline specified in section 14.
- Any person who was informed, in accordance with section 6, about being placed on the list of candidates and has not received an email confirming registration for the Exam remains on the waiting list. They may be moved to the list of registered participants if a spot becomes available, up until the registration is closed, provided that the fees specified in sections 6 and 11 are paid within the indicated deadline. Relevant information regarding the closure of registration will be posted on the website http://certyfikatpolski.uz.zgora.pl. Registration closes no later than 30 days before the exam date.
- A person registering for the Exam is obliged to inform the Organizer about the need of issuing an invoice on the day of payment. Any data needed for the invoice must be promptly (in the day of the payment) sent via email to certyfikatpolski@uz.zgora.pl.
- Once registration for the Exam, including payment of the fees, has been completed, changing the Exam level or transferring the payment to another exam date is not possible.
- Examinee is obliged to get acquainted with the rules of the organization of the Exam, which will be sent in the registration confirmation email for the Exam.
- By submitting the application form and paying the fees, participants of the Exam accept the sanitary requirements set by the University of Zielona Góra, which will be detailed in the registration confirmation email, and commit to abiding by them.
- Those who take the exam by submitting the application form and paying the fee for taking the exam accept and agree to abide by the organizational rules of the exam procedure, i.e.:
- to come to the exam at the time designated by the Organizer (tardiness will result in inadmissibility to participate in the Exam),
- to present a passport including its verification by the representatives of the Border Guard,
- having their own writing utensils (black or blue pen, not erasable)
- being present for all parts of the Exam
- not to bring electronic devices used to transmit, receive or record information into the examination room ( these devices, including cell phones muted in “no vibration” mode, can be deposited for the entire duration of the written exam),
- not to bring auxiliary materials into the examination room,
- not to bring food or beverages other than water into the examination room,
- leaving coats and larger bags in the checkroom or in a place designated by the Organizer. Smaller bags may be brought into the room.
- The Chairperson of the Examination Board shall interrupt and invalidate the examination of an examinee in the event of:
1) auxiliary materials and devices for transmitting, receiving or recording information being brought by the examinee into the examination room,
2) communication of the examinee with other examinees,
3) disruption of the examination by the examinee.
- The Organizer informs the examinee of the exam results only by e-mail and does not provide information about the exam results by telephone.
- At the request of the examinee submitted within 21 days from the date of receipt of information about the exam result, the Organizer may provide the examinee with a copy of the exam paper for review. A person who has taken the Exam may, within 21 days from the date of receiving information about the result of the Exam, submit a request to the Examination Board for review of the written part of the Exam. The fee for processing the request is 20 euros or the equivalent of this amount in zlotys. The procedures for examining applications for providing the examinee with a copy of the examination paper for review and for re-checking the written part of the Exam are regulated by the regulations of the State Commission for the Certification of Proficiency in Polish as a Foreign Language: http://certyfikatpolski.pl/o-egzaminie/procedury/
- Collection of certificates takes place at the place and date indicated in the e-mail. Examinees are informed about the date of collection of certificates through the website www.certyfikatpolski.uz.zgora.pl or by e-mail. Documents are collected in person or through a person authorized by the examinee (in writing). Certificates are issued only upon presentation of a valid identity document (e.g., passport) with a photo. At the request of the examinees, certificates can be sent to the addressee by registered mail with acknowledgment of receipt. Certificates not collected by the indicated deadline will be sent to the addressee by registered mail with acknowledgment of receipt to the address indicated in the application form as mailing address only once.
- The organizational rules for persons with special needs taking the exam are available on the website of the State Commission for the Certification of Proficiency in Polish as a Foreign Language: https://certyfikatpolski.pl/oegzaminie/kandydaci-o-specjalnych-potrzebach/. Examinees who require adaptation of the conditions or form of the exam due to special needs shall inform the Organizer by e-mail to certyfikatpolski@uz.zgora.pl no later than 30 days before the date of the exam. Reported requirements must be documented by appropriate medical certificates with their translations into Polish by certified translators (scans in PDF format sent by e-mail are accepted).
- In matters not described in these Regulations, the provisions of the Act of October 7, 1999 on the Polish language and the Ordinance of the Minister of Science and Higher Education of February 26, 2016 on examinations in Polish as a foreign language shall apply.
